Foreign Affairs Secretary Alan Peter Cayetano said the government's war against drugs is a "necessary instrument" to preserve and protect, and not violate human rights in the country.
"Without security, the most basic human rights, to life and safety, are constantly under attack — from terrorism, criminality, drug and human trafficking," he added.
His statement comes after the UN Human Rights Council (HRC) adopted the Philippines' human rights report on September 22.
According to the Department of Foreign Affairs, Cayetano immediately welcomed the final adoption of the third Philippine Universal Periodic Review (UPR) Report by the 47-member UN Council.
The UPR is a peer review of UN member-states on human rights policies in their countries.
"The adoption of the Philippine UPR Report in Geneva recognizes the human rights record of the Philippines and our country's commitment to human rights under the leadership of President Rodrigo Roa Duterte," Presidential Spokesperson Ernesto Abella said in a statement Saturday.
Earlier, the Philippines rejected 154 of 257 recommendations by the UN Human Rights Council to improve the country's human rights situation.
Some of the suggestions include investigating extrajudicial killings, as well as stopping the reimposition of death penalty and lowering the age of criminal liability.
But the Foreign Affairs Secretary warned UN member-states against "misinformation" on the Duterte administration's war against drugs.
"We should never tolerate human rights abuses but neither should we tolerate misinformation, fake news on and politicization of human rights," he said.
The Philippines is serving its fourth term as a UNHRC member, being one of the first 47 members since 2006. Forty-two member states of are reviewed every year.
The country, however, has been under fire from the UN for several human rights concerns.
On September 12, UN human rights chief Zei Ra'ad Al Hussein expressed concern over the recent spate of killings in the Philippines, including the death of 17-year-old Kian delos Santos in an August 16 police operation.
UN special rapporteur on extrajudicial, summary or arbitrary executions Agnes Callamard has also repeatedly slammed the government's bloody war on drugs.

Senator Alan Peter Cayetano visibly shaken. Although he appears cool in this interview, it is understandable if his anger at De Lima and Trillanes still manifest. It is shameful and a sad day for the senate as De Lima and Trillanes attempted to stop Cayetano from unearthing the truth. Despite being besieged by the LP senators, Cayetano prevailed and stood is ground. Kudos to you senator.
Two days ago, the Yellows mocked Duterte for saying that there was an attempt to impeach him. Today, Cayetana proved that what Duterte said was true and that Plan B is in motion.
Today's, senate was a very critical one, because it attempted to create a civil war in Mindanao. Imagine, the Yellows allowing their so called witness to say that "Duterte ordered us to bomb mosque, kill Muslims".
If Cayetano and Ping Lacson were not at the senate to expose the lies of false witness Edgar Matobato then the public may have believed in his lies and result in a civil war in Mindanao.

WATCH: Trillanes to Sen. Cayetano "Di Kita Papopormahin" on EJK Hearing
Senator Alan Peter Cayetano challenged the real motive behind the Senate hearing on extra-judicial killings — where one witness is implicating President Rodrigo Duterte in summary killings in Davao City — back when Duterte was Mayor.
On Thursday, the Senate resumed its inquiry on the spate of extrajudicial killings and summary executions in the country. Its key witness was Edgar Matobato, a self-professed member of the shadowy vigilante group Davao Death Squad.
Cayetano warned that the probe could be a ploy executed by the Liberal Party — former President Benigno Aquino and incumbent Vice President Leni Robredo's political party — to unseat President Duterte.
"Gusto ko ipakita na merong posibleng motibo ng paninira sa ating Pangulo dito… I'm asking about you [Sen. De Lima], your motive, and the motive of your party [Liberal Party] in this hearing… I am testing whether [the witnesses are credible] or is this part of the 'Plan B' of the Liberal Party para makuha ang Malacañang at manira lang," Cayetano said.

Criticizing Senator Leila de Lima's handling of a Senate probe on extra-judicial killings allegedly done in the name of the administration’s war on drugs, Senator Alan Peter Cayetano said that hearings should be fair, and committee chairs free from bias.
Cayetano questioned De Lima's impartiality as chair of the Senate Committee on Justice and Human Rights, and decried her apparent thinking of the government as "guilty" while hearings on extra-judicial killings are ongoing. However, he clarified that he does not question the De Lima’s chairmanship.
"Sa isip ni Senator De Lima, guilty na ang administrasyon. Paano mabibigyan ng fair na hearing ito?" he said in a privilege speech at the Senate on Wednesday afternoon.
Witnesses during the hearing are all families of suspected drug users or pushers who died during the course of the government's drug war, Cayetano said, and there are limitations placed on police who speak.
"Ano ba ang mayroon sa human rights? Due process. [Dito sa hearing ng Justice Committee], wala ka pa ngang ginagawa, guilty ka na."
He also hopes De Lima will move next week's Justice Committee hearing on September 5, as a show of support for the country, as Duterte will be attending the Association of Southeast Asian Nations (ASEAN) Summit in Laos, from September 6 to 8.
Cayetano also fired back at Commission on Human Rights (CHR) Chair Jose Luis Martin "Chito" Gascon, who said that the government failed to investigate, prosecute or punish vigilantes allegedly behind the deaths of people suspected to be connected to the illegal drug trade.
"Saan ang sinasabi mong hindi iniimbestigahan, at hindi pinoprosecute?" he said, after showing a clip of President Rodrigo Duterte telling police that there will be "hell to pay" if they abuse their authority.
He also scoffed at Gascon's statement that the International Criminal Court (ICC) may try Philippine drug-related killings if government fails to prosecute alleged vigilantes.
The ICC cannot try cases on extra-judicial killings in the Philippines, because there is no proof that they are state-sponsored, and the state is willing and able to investigate and prosecute these cases, Cayetano said.
He further said that allegations that the government is violating human rights cannot be used to stop the war on drugs. Duterte's tough talk during his speeches is only hyperbole.
"Parati niyang sinasabi na we will operate within the confines of the Constitution. We will respect the bill of rights, respect the rule of law."
Duterte wants the Philippines to be like Singapore, the lawmaker said, where people love the law, but also fear the law.
"People know that the law will protect them, but they know that they will have to follow the law."

The long awaited senate probe on the cases of extra-judicial killing initiated by former Justice Secretary and Senator Leila De Lima have finally come.
Senator Alan Peter Cayetano have slammed Senator Leila De Lima's insistence of "extra-judicial killing" under the new administration on his opening statement.
"Are we using the term 'extra-judicial killing' to discredit the PNP and the Duterte administration?" Senator Cayetano said.
Cayetano said he hoped the commision of human rights would educate the people and the media on the idea that all deaths are "extra-judicial" when it is apparently not based on operational definition.
"There is a need for a clear-cut definition of what 'extrajudicial killing' is. The name is a mismoner since every killing, outside death penalty, is extrajudicial," he added.
Cayetano revealed that the Aquino administration, known as allies of De Lima, have created AO 35 that clarifies and specified the term extra-judicial for operational definition.
A.O. 35 specifically notes that unless a member of a political, environmental, agrarian or labor organization, a media practitioner, or those perceived to be members and advocates have been killed, then it is not considered by law as extra-judicial killing.
"Ibig sabihin po labor leader ka, media ka, religious leader, pinatay ka dahil sa paniniwala mo," Cayetano said emphasizing that it was specifically made by the Aquino administration.
Cayetano also presented proof claiming that on the contrary to most belief, the death rate on the country have went down by one-third compared to previous administrations.
"Basically failure ang kanilang watch pagdating sa pagreresolve ng extra-judicial killings," the senator said pertaining to the killings during the past administration. "Bakit hindi na lang yun muna ang imbestigahan natin bago sa extra-judicial killings ngayon. O okay lang dati ngayon masama?"
