Pres. Duterte blames Pangilinan's Law for crime increase. Police can't arrest 'juvenile criminals'
The President couldn't mask his anger at Senator Kiko Pangilinan because of his stupid law, "the Juvenile Justice Welfare Act of 2006," that exempts young criminals from punishment even if they have committed heinous crimes.
Under Republic Act 9344, or the Juvenile Justice Welfare Act of 2006, authored by Sen. Francis “Kiko” Pangilinan, persons 15 years old and below cannot be imprisoned even for heinous crimes like rape and murder.

Kiko Pangilinan reminds Duterte To Watch His Mouth - Must Read!
A lot of politicians have been reminding the Philippine President Rodrigo Duterte to clean up his potty mouth. Due to the president's sharp way of choosing his words, he earned a lot of supporters and also people who are doubting him.
Recently, Senator Francis “Kiko” Pangilinan reminded President Duterte to practice “greater restraint” in his wording on his public statements following his feud with Supreme Court Chief Justice Lourdes Sereno. Pangilinan posted on his facebook account: “We welcome President Duterte’s public apology for his ‘harsh words’ meant for Chief Justice Sereno.
“We appeal to the President to exercise greater restraint and to choose his words carefully when he speaks out on various matters now that he is President of the entire nation and no longer just the Mayor of Davao City,” he added.
Pangilinan only wanted to remind President Duterte that as a representative, not only by the country but also its 100 plus million citizens, both here in the country and abroad the words he say on his public comments will have a great impact on all Filipinos.
Whether it is positive or negative, he has to watch his mouth.
