On the occasion of the Volunteers against Crime and Corruption’s (VACC) founding anniversary at Camp Aguinaldo on Friday, Davao City Mayor Rodrigo Duterte accused arch-nemesis, Department of Justice (DOJ) Secretary Leila de Lima of negligently allowing the proliferation of illegal drugs at the New Bilibid Prison (NBP), Rappler reported.
“I’m undemocratic? Look at what you’re doing. Here are guys who are supposed to be in prison, paying retribution for their sins against humanity, but instead you are fattening them, and they even do business [inside Bilibid],” he said.
Last year, a surprise raid by law enforcement agents in December inside the national penitentiary which is under the supervision of the Bureau of Corrections (BuCor) uncovered the VIP lifestyle of several high-profile inmates, most of them drug lords.
Several more raids were conducted shortly along with a change in the leadership of BuCor which is under the DOJ.
De Lima and Duterte have been engaged in a long-running feud owing to the latter’s unabashed support for executing criminals, with the DOJ Secretary calling him a dangerous loose cannon and the Davao City mayor describing her as an incompetent busybody who really should clean up her own backyard first.
Tensions between the two flared again recently after de Lima threatened to prosecute Duterte following his “admission” that he was linked to the (DDS).
However, Duterte later corrected himself, saying he meant Davao Development System.

Belittling the Justice Secretary’s earlier claim that the NBI—which is also under her jurisdiction—has a witness who could testify to his alleged links to the vigilante group, Duterte warned he also knows about the skeletons in her closet.
“De Lima said there’s someone who can testify that I was the one giving orders [to the DDS],” he said. “Why, does she think I don’t have anything on her? I have something better, it will make her cry.”
